A study tour on financing primary health care in Poland has been conducted in collaboration with the World Bank aimed to support the capacity building and learning the experience of other countries in introduction of new financing mechanisms and health insurance.The GFF supports the establishment and institutionalization of a unified data collection and reporting system based on the Resource mapping and expenditure tracking (RMET) tool. Annual data collection for mapping financial resources and tracking related expenditures in the health sector includes the validation of the analysis of the donor and government budget data, and the comparison of the funding with the estimated cost of the SHPRT-2030.
The PIP will serve as a critical tool for coordinated action and alignment of domestic and external resources in the health sector. A series of the workshops convened by the Ministry of Finance (MOF) and the Ministry of Health and Social Protection of Population (MOHSP), resulted in the list of prioritized activities under each of the four general priority areas of the PIP to support the implementation of health financing reforms, strengthening of primary healthcare services, investments in a sustainable workforce for healthcare system, and improvements to Health Management Information Systems and Digital Health. To support the implementation Strategy on Healthcare of Population of the Republic of Tajikistan up to 2030 (SHPRT) over the next 3 years, a Prioritized Investment Plan (PIP) is being developed with the highest impact interventions and reforms of the SHPRT-2030.
